070821 basic config, JDK 6. I selected a number of Ruby-related plugins from Plugin Manager and asked to install them. I
was asked to accept licenses and restart, which I did. After a restart, only org-netbeans-modules-ruby-extrahints had
been installed - in my userdir. A ruby1 cluster had been created in my IDE install dir, but contained only
update/download/*.nbm which had not been unpacked.

After shutting down and restarting manually, still nothing. But when I shut down once more, the updater unpacked
everything and the IDE restarted with Ruby support active.
