The preference panel under Tools -> Options -> WebBrowsers -> IceBrowser 
doesn't appear when IceBrowser is first selected.  Switching to external 
browser then back to IceBrowser causes IceBrowser to appear.  Once on screen, 
setting Fixed and Proportional font sizes has no effect on current or 
subsequent IceBrowser frames.
