[release32 apr 24] Import Settings wizard appears at every start if
you do not run with projects module installed. This is pretty annoying.

As I remember me the import setting wizard uses Project folder to detect the
first user start of the IDE. We have to find another method to detect this.

Fixed in main trunk, project.last file is checked and wizard is displayed when 
this file doesn't exist. The prject.last file is created by core when projects 
module isn't installed.

Making 3.2.1_CANDIDATE, after approval I will merge the change in pilsen_fcs 
branch.

Note that the fix does not work if the IDE terminates abnormally the
first time it is started (i.e. if it has never been shut down cleanly).

Resolved for 3.4.x or earlier, no new info since then -> closing.
