see issue 122885 - Enhance the server integration infrastructure to support Rails, PHP and other technologies

Web server integration for PHP should use common server integration infrastructure.

This should allow not to use different '... Servers' node for each non j2ee server type.

Will not fix until migration to GF V3 PHP Runtime. And for sure will not fix in 6.1
