Found in MS4.  Go into the Services tab and under CAPS Classic Environments, create a new CAPS Classic Environment. 
There is no save icon on the toolbar.  The changes must be saved by right clicking on the CAPS Classic Environments and
selecting Save changes to repository.  This is not consistent with working with CAPS Classic projects.

Furthermore, the save changes to repository dialogue box contains three 'hidden' buttons.  See attached screenshot.

Changed target milestone from Sierra to 6.1 in order to display correct info on
