When user invokes debug action, IDE opens socket and waits debug server to connect to it.
Waiting Status should be shown to the user as progress bar with appropriate message.

e.g.: Xdebug Simple DBGp client (0.10.0) shows the following message:
"Waiting for debug server to connect."
