Scenario: - Install Netbeans with Java SE only (nightly builds) - Launch Netbeans with fresh user dir (/usr/local/netbeans-6.1/bin/netbeans --jdkhome /usr/java/latest --userdir /tmp/sova) ==> "Confirm Import Settings" window appeared - Wait about 1 minute - Press on 'No' button - Wait some time ==> "Loading cached objects ... done" message appears in status bar - Verify toolbar and "File" menu ==> "New File..", "New Project", "Open Project" has not shortcuts

I did a important observation: the shortcuts are there until caches are loading. When are caches loaded, the shortcuts disappear.
the shortcuts are missing only when started with a clean user-dir (and only after caches were loaded, they show correctly before that). when started for the second time with the same user dir, the shortcuts are displayed as expected. jardo, perhaps the cached xml layers aren't correct?

not duplicate. The toolbars are fine. Just the shortcuts in tooltip are missing. There are reporters that are able to reproduce - see the comment from jrechtacek and saubrecht
