1. Create new project.
2. New File -> XML -> XML Document -> Next -> Next -> XML Schema Constrained Document -> Next -> Browse.

Results of Accessibility test, window with title "Test_Titile"

 No Accessible description :
   Class: org.netbeans.core.windows.services.NbDialog {  Test_Titile |  }
