Tools | Options - Versioning (CVS) - Apply "Exclude from commit" on new files automatically

New files are excluded when a Commit dialog is opened. Would be better, if they are marked (stiked-through) in the
Versioning window.

Moreover, user is able to do following:
1.Create new file (it is excluded already, but he may not be aware of it, as it is not marked)
2. Exclude it form commit manually
3. Include it again manually
However, it will still remain "Excluded" in the Commit dialog.

I admit this is not likely to happen often, thus P4. minor annoyance

I agree that we could mark them as excluded right away.
