to reproduce:
  - Set keybinding to "EMACS"
  - Do the editing for a while (I can't reproduce it 100% regulary)
    When I was editing about 30 minutes, this issue is caused in many cases.

When I did copy/cut (Alt+W, Ctrl+W, Ctrl+K or Copy/Cut menu), the "paste" action (Ctrl+Y, Shift+INSERT) does not work.
It's caused every when I was editing for a while (like 30 minutes editing). The main menu "Edit" > "Paste" also does not
work (it's gray-out). Only main menu "Edit" > "Paste Formatted" works.

The following action is needed to fix this issue:
  1. Select main menu "Tools" > "Options", and select "Keymap"
  2. Select "Edit" > "Paste" in the tree
  3. Click Add button, and enter "Ctrl+Y" as "Shortcut"
     "Shortcut already assigned ..." warning message is displayed, 
     but click "OK" to reassign

I've set P2 as priority because "Paste" action is used very frequently.

This happens to me also, occasionally. We will have a look at this. But sorry, I don't think this qualifies as P2.

The workaround is to use editor context menu, which works for some reason.

Thank you for your reproducing it and giving a workaround. I thought it can be P2, but OK to set P3 because it's caused
occasionally.

I haven't seen this issue for a long time, and I have no idea how to reproduce or fix :( => LATER.
