Java: 1.6.0_04; Java HotSpot(TM) Client VM 10.0-b19
System: Linux version 2.6.22-14-generic running on i386; UTF-8; en_US (nb)
Userdir: /tmp/ud

- start with fresh UD
- open Toolbars| Customize...
- try to drag e.g. Fix Imports or Insert code (under Sources)action to toolbar - does not work
- feel free to reassign to provider of these actions

It is possible to drag these actions into toolbar. Check USERDIR/config/Toolbars/<Toolbar name> after you drag action.
Problem is that action does not provide icon I think. Reassigning to editor for evaluation.

I can integrate the icons, but someone needs to paint them...

There is plenty of editor actions which are not even in the customizer. Generally, given our resources, it would be
waste of time to create icons for all of them. 

If you think this one is necessary (= there is a strong use-case for having it or it's been requested frequently),
please reassign back to me and I will provide the icon. I'm not saying it is not, I'm just saying "I don't know" :-). 

Otherwise, please just remove these actions from the customizer.

(only referring to "Fix imports" as I haven't found "Insert Code" in the customizer at all)

Resolving all issues with milestone "future" as LATER. If you feel strongly that
it should be implemented please reopen and set the target milestone to "next".
