The position of newly opened file tabs is inconsistent.  

New tabs have appeared in ANY of the following positions: BEFORE the current tab, as the SECOND tab, or at the end of
the list.  Sometimes similar files are "clustered" together on the tabs, such as multiple struts-config.xml (in
different directories) files are commonly (but not always) placed adjacent to each other.

This is with NB601 running on WinXP x64 SP2 with JDK 1.6.0_04 x64 (AMD).

This behaviour, for me, is always reproducible.
