NetBeans IDE Dev (Build 200803251204)
Java: 1.6.0_04; Java HotSpot(TM) Client VM 10.0-b19
System: Windows XP version 5.1


1. create a VW project and double click on the default resources/stylesheet.css 
> no caret is visible.
2. contrast with creating a regular web project and add a .css file. That file opens with
   caret right before first rule "root". Same for VW if adding via project file type of Cascading stylesheet--
   it will open with the root rule and correctly with caret.
3. now add a style rule to VW deafult stylesheet.css using the toolbar (to workaround current bug for VW projects. 
   return to designer and press refresh) Press Style Rule editor (icon on left of toolbar) and  
   add a new rule, .BBB 
>rule is highlighted, loaded in stylebuilder but there is no caret

(manually adding a style rule, there is no an issue.)

there is no caret even if you just open a css file.
