[20010628..., JDK 1.3.0_04, MDI]

1. Started with clean userdir in MDI.
2. Selected View | Debugger Window. 
3. Debugger Window displayed, right-half off-screen (1024x768).
4. Only the top-most tab (Sessions) has the icon and the label. All other tabs 
are blank and narrow.

I tested it on Netbeans build 010627
and it happens on both JDK1.3 and 1.3.1.
Titles and icons are missing only if
the debugger window is open through
View | Debugger Window action
and the window hasn't been shown
before.

Workaround: Close the window
and open it again.
