cmd-shift-down_arrow does not work on a line that is at the end of a file and has no linefeed at the end of the line

Reproducible in a dev build. Not a big problem though.

Resolving all issues with milestone "future" as LATER. If you feel strongly that
it should be implemented please reopen and set the target milestone to "next".

NetBeans.org Migration: changing resolution from LATER to WONTFIX
