In JSF 2.0 specification it is a requirement to support Faceletes as the page declaration for JSF pages. For Netbeans to
be a rapid application development IDE where JSF is the central web framework, then it must be possible to use xhtml
files when doing page design.

Today only jsp files are recognized by the Matisse GUI builder in Netbeans. XHTML files must be treated the same way.
