"Move down" button isn't activated for Ant's classpath element when it changes position to upper.

*Open Options Dialog: Tools->Options
*Press "Miscelaneous" button
*Go to "Ant" tab
*Add some directories and JAR/ZIP files to classpath
*Select classpath element at hte bottom of list and press "Move Up" button

"Move Down" button should became enabled since element changed position to upper. User have to select another element
and return selection back to activate "Move Down" button.
