I have found all works ok if I install 1.1.6 outside the netbeans dir structure.
That is, do not extract to "C:\Users\paul\dev\netbeans\ruby2\jruby1.1.6
but to "C:\Users\paul\dev\jruby1.1.6

I think this isn't really a too common case, so downgrading to P4 -- let's increase the priority again if more users 
complain about this.
