It is now not only
 "if VM options field contains a lot of text"
but 
 "always"

Found a workaround:

deleting C:\Documents and Settings\user\.netbeans\6.5\config\Preferences\org\netbeans\modules\projectuiapi.properties

Not a "java compiler" issue. Reassigning.

This is problem with resizing policy -> I am going to switch off automatic resizing and keep dialog size set by user
(with some edge case checks like when screen size changes). If there will be still problem with some field then we will
modify it to be multiline component with vertical scrollbar. (Similar approach is used in Eclipse.)
