I have full Dev build
I installed Velocity Editor Support plugin

- create Java Application
- open New File wizard
I have PHP category with Empty Velocity File file type

if PHP not installed - Empty Velocity File will be in Scripting category

It should be in one category.
and not sure if it should be visible for Java Application as well as Languages Support file type
