There are three useful a11y items on Customization dialog (list, Ok, cancel) and seven tab stops.
One should press Tab four times to proceed from list to Ok button through three useless items.

Can`t be more than P3 according to 
http://wiki.netbeans.org/BugPriorityGuidelines
(close to "Illogical tab order")
