I want to create a license so I duplicate ...Apache20.txt to work, and I RENAME it to GPL3, but its renamed only in the 
Templates form, not the file, so, the new license can't be used (except that it is used as Apache20_1).

What is the use case where file name is needed? This has been closed as WONTFIX before in issue #163534, if I should fix
this, I'd need to know what's the point.

Without requested information for long time - WORKSFORME. We can't do anything in this case. Reporter, please add
