- i selected project in projects Window
- Right click , and select (sub version) --->  (Diff) menu
- Diff Window appears, in the top of it toolbar 
- that tool bar should has (update the selected file) button

Could you please attach a screenshot? I don't know exactly what you mean. Are you saying the update button does not appear?

actually , its not a defect, but i logged it as defect as i cant accept it as feature or enhancement,

what i mean by (there should be a tool bar button called (Update the selected file)), in that the netbeans should add a 
new button in the toolbar, that button should be named (Update the selected file)

We'll add no such button. Instead we'll make a context menu accessible in the file table. So instead clicking on a button, select Update from the context menu on the file.
Context menu is discussed in bug 145746.
