For accessibility, users should be able to use standard keys to move among the
different editor tabs. Right now, using arrow keys to move among tabs
shifts focus back to the content pane. Instead, focus should stay on the tab if
the user simply presses right or left arrow.

This problem has recently been addressed for the explorer. See also bugs:

I think this is not editor module problem, because tab swicthing is
assured by core/windowing system.  Reassign back if you disagree.
