It is not possible to tab through panels if one of them is undocked:
- Open two panels
- it is possible to tab between them using "Control+TAB" shortkey
- undock one panel
- press "Control+TAB"
- List of available SDK panels is shown, but it's not possible to get a panel that's docked in toolbar.

If you try to switch from udocked to docked panel, then focus moves to the docked panel (that was chosen from a list), but undocked panel is shown on a screen.
In this case there is only one way to make docked panels visible is to dock undocked panel.

cannot reproduce in nb 6.9.1, jdk 1.6.0_20, mac os x 10.6.4
