I was downloaded a netbean 6.81RC but Norton Internet Security 2010 detect is a virus and delete it. I can't install it

Thanks for reporting.
There is no virus there if you downloaded it from
http://download.netbeans.org/netbeans/6.8/rc/

It is recommended to disable firewall/antivirus before installation since various antivirus clients reports false positive and moreover can influence the installation process.

You can also report it to NIS as their issue.
