the canvas of the gridbag customizer does not allow keyboard navigation. you can
use the keyboard to get to the canvas but you cannot select a different
component to customize (this should be done with arrows and space to select)this
happens under jdk1.4 rc

Due to this issue, whole Grid Bag Customizer is non Accessible and
unusable from A11Y point of view.

I am agree, that this is duplicate of issue 5184, but we need issue
which will represent this fact for A11Y review, 

I reopen this one and enhancement issue 5184 close as duplicate of
this one,
I am sorry.

There is a way how to change property of components added to
GridBagLayout from tab Layout in Component Inspector. This is the
reason for decrease priority to P5.

From accessibility point of view is enough to have only one way of
customization (in our case by component inspector).

We won't fix this, as the GridBagCustomizer is a strictly visual tool 
and controlling it only by keyboard does not bring any benefit over 
the form designer and Component Inspector (where the keyboard 
navigation works).
