I'm getting an error while creating a Top Component using the wizard.

Steps to reproduce:
1. New>Window
2. Position: Explorer, maximization not allowed, undocking not allowed
3. Provide name and icon
4. Press finish

Notice that the wizard doesn't close (see attachment 1 [details])

Pressing finish again causes an error in the wizard since the files are already created. (attachment 2 [details])

As a result the layer file was not updated either.

I cannot reproduce, using a current dev build and a newly created module on XP. Look in your log file for clues.
