There is still some problems related to bug 187198 that need to get tracked..  the details come from http://netbeans.org/bugzilla/show_bug.cgi?id=187198#c10

The executive summary is: NetBeans deploys an app about twice as fast to a GF instance that is started from the command line, compared to an instance that is started from inside the IDE.
