It is necessary to give plugin contributors a chance for suggesting new plugin categories. I recommend to add "If you think your plugin deserves a brand new category, please _submit your request_ with a good justification." after "Each plugin can be listed in 3 categories." on the plugin editing page, where underscored text would be a link [1] to Bugzilla. Honzo, can you please take a look at this?
