It is necessary to replace current temporary text below "Plugin File(s) (.nbm or .zip) Location:" field when editing plugin to this text:

"If your plugin is verified and published on the Plugin Portal Update Center (PPUC), uploading new binary will leave the current version of your plugin on the PPUC until the newly uploaded version gets successfully verified."

Plus add "Then the new plugin version will replace the old one. The new version will be available from the Plugin Portal immediately."
