In Plugin Portal 1.4 there was a feature allowing "nbadmin" user to verify plugin even if there was a NoGo verdict from some plugin verifier. The UI should look like this:

Add Verifier: [_________________] [ Submit ]

Username     Veto right     Action
------------------------------------
jkovalsky       [x]       [ Delete ]
jpirek          [x]       [ Delete ]
kudzu           [ ]       [ Delete ]
etc.

Ahoj Jirko,
this is now implemented in the admin section, see the navigation menu when you log in.

It will override the common process and set the verification result directly no matter what are votes from verifiers. It will not delete, nor modify votes by verifiers so you will still see how everyone voted.

It leaves message in the plugin log so we know what happened.

It re-generates appropriate catalog right afterwards.

Couple of typos:

* "Mater verification vote" -> "Master verification vote"
* "bypass the regular" -> "bypasses the regular"
* "set the result" -> "sets the result"

And by the way, does not it make sense to put it under "Misc Admin Stuff"?
