To reproduce:

Have Project window docked on the left side of the IDE. From the Favorites window docked in the Properties panel on the right of the IDE:

1. Undock Favorites window
2. Click a folder to select
3. Right-click: the delete action is not active (and many others...)

4. Click anywhere in the Project window
5. Click again in the Favotites, now Delete action is active.
6. Redock Favorites window
7. goto 1

Seems to work fine, explorer actions are enabled as expected. Can you provide screenshot?
