A great enhancement would be for developers to
have the ability to collapse (toggle) matching
curly brackets of code.

In the example below it would be useful to be able
to collapse the "while" block so that you could
more fully view the "if/else" code block.

I suppose you mean code-folding. There already are enhancements for
code folding in Issuezilla, and in editor requirements it is described:

I will close this bug now, but if the code folding is not what you
mean, reopen this bug (and explain it in more detail, please).
