After consulting with David John Burrowes, I have changed the
mnemonic for "Built-in Editor" to "E".

Fixed in NB trunk, but not in FFJ (in FCS freeze right now).

Ok, I agree. 
I must reopen this issue , because if you make fix to NB you must
close this one as fixed and change Target Milestone to 3.4 .

How can I verify fix in NB trunk ? 
I never saw Editor Panel in NB's Setup Wizard.

To test with NetBeans, checkout the "cpp" and "externaleditor"
modules from CVS, build them and copy their jars into
nbbuild/netbeans/modules.  The Editor Chooser panel should appear
in the Setup Wizard like it does in FFJ.  If you want to use
xemacs with NetBeans, there is one more step:  cd externaleditor/src;
cp -r emacs ../../nbbuild/netbeans
