Currently to find out what tool collection a project is configured to use, you need to 
1. right click project node
2. select properties
3. click Build
4. look at Tool Collection setting

Could there be shortcut? 

Maybe something like this: 
1. right click project node
2. select Set Tool Collection > (list of available tool collections and radio button to indicate currently configured tool collection)  

This is similar to the existing Set Configuration and Set Build Host items.
