To reproduce:
 1) proceed to the Customize step of the installer
 2) expand the NetBeans package node and untick it
 3) tick all of it's sub-nodes so the installation appears complete
 4) start the installation

On a first NB start (or first module use in case FOD are active), there will be a notice that some modules cannot be enabled.
