Product Version = NetBeans IDE 8.1 RC (Build 201510012201) Operating System = Windows 7 version 6.1 running on amd64 Java; VM; Vendor = 1.8.0_66-ea Runtime = Java HotSpot(TM) 64-Bit Server VM 25.66-b02 Reproducibility: Happens every time I'm unable to install JIRA plugin unless NetBeans is launched with admin access. Not practical as users may not have such privilege always. Also, in previous releases, JIRA plugin installs without running as an admin. STEPS: *Open plugins manager * find JIRA plugin and proceed to install ACTUAL: NetBeans will tell you that you don't have permission to install EXPECTED: Installation should succeed without the need to run netbeans as admin user

The same thing applies to RC2. Product Version: NetBeans IDE 8.1 RC2 (Build 201510122201) Java: 1.8.0_60; Java HotSpot(TM) 64-Bit Server VM 25.60-b23 Runtime: Java(TM) SE Runtime Environment 1.8.0_60-b27 System: Windows 8.1 version 6.3 running on amd64; Cp1252; en_US (nb)
FCS build (201510222201) also has the issue.
This is still happening in NetBeans 8.2 RC (build 201609230201). The IDE handles it gracefully by telling you that you need admin access. But I agree that it is annoying.
