"Select Options to Import" list of checkboxes does not work. When importing settings from zip all settings are always imported, the selection is not respected.

Steps to reproduce:

1) start previous version of netbeans
2) change some setting in several categories
3) export all settings as a zip
4) start 8.1 build with fresh userdir 
5) in Options dialog press Import and select exported zip
6) select only one category from the list and confirm

-> expected:
Only selected options are imported

-> actual:
All settings from the zip are imported

The same steps to reproduce are valid also when importing directly from userdir - e.g in step 5 the previous userdir is selected instead of zip file
