Migrate form module's options to new options
system UI. Form options will consist of three
parts, see:

There are some issues with current proposal of
Component Palette presentation (state to Aug 27th
2002):

Editors -> Form Editor -> Component Palette
- The toolbar-like style for defining palette
content as
  originally suggested does not have much sense,
because
  there's no set of Available Components. The new
items are
  installed from outside. So there should be only
one list
  (resp. tree) representing the palette content
(similarly
  as it is in current 3.4 Options, but not in the main
  Options categories tree). Additionally, there
could be a
  possibility to install new items (equal to Tools
| Install 
  New JavaBean...).
- There's also an issue with "isContainer" property of
  pallette items as it is in NB 3.4. There's no much 
  covenient way to present it in new options
style, but it's
  not clear if it could be eliminated.
