If the "customize toolbars" modal window covers the NetBeans main window frame, I can't drag items between it and the toolbars in the IDE.  See "The duplication of the bug" attachment.  

If I move the modal window outside of the frame, I can drag items between it and the NetBeans main window once again.  See "the workaround demo" for a the workaround.
