I don't know how widespread this is, so the same
problem might be in other parts/modules of NB.

Did you ever (for instance) try to change the
cursor appearance for all the editors in NB?

I counted nine different places under
  Tools->Options->Editor settings->
where I whould have to change the blink rate, the
color and the shape:-(

I would rather prefer a default (parent) set of
properties and all the different editors derive
their properties from it unless specifically
overridden.
