I propose that the levels columns in the left hand table 
of the Options dialog be removed and replaced by a 
component at the top of the property table. It would allow 
the node to be assigned a level in an explicit and clear 
manner rather than the hidden method now used. I've been 
using this tool for years and never noticed those level 
assignment columns until someone told me about them. 

I suggest we use a couple of radio buttons or a combo box 
labelled "Apply these settings for "
with "all projects." and "this project." as options.
