Steps to reproduce:
1)Remove userdir
2)Start NetBeans
3)Open Tools->Options
4)Select Debugging And Executing-> JSP & Servlets
settings
Notice, that "Web Browser" property is set to
"<Unspecified>".

Well reproduced with NetBeans dev. build 200302200100.
