I18n strategy is often consistent in whole team so
it should be storeable as shared project setting.

Additionaly:
It is not possible to add an entry to the replacement pattern combobox
while translating forms. The default pattern is not editable (hard
coded index: 2). Not usable for an initial translation of 3800 form
elements (thats currently my job :-((). The possibility of manual
edition of the pattern is in this scenario not a real option.
