I do Help-->Contents  (help window is displayed.  looks good)

I go to property sheet for some type and click the "..." to open a custom property editor.  That 
dialog opens, and the help window moves to a new location  (that is bad, but this problem is 
already reported in issuezilla 20260).

I now close the custom property editor dialog and the help window closes too!  But those two 
windows had no connection to each other.  Closing the dialog should not affect the previously 
opened help window.

Another artifact of the horrible things we have to do to keep the help
window enabled in the presence of modal dialogs.  

There is a (slim) possibility a fix for AWT window modality may get
into 1.5, so there is a (slim) possibility that at least for 1.5, we
can fix the whole help window quagmire.
