dev build 200401301900

   When Netbeans starts up I see three repaints.

1) Repaint of the Netbeans screen before maximization
2) Netbeans changes into MAXIMIZED mode, repaints
a second time
3) Flicker (no idea why this occurs but it always
does), followed by a third repaint

   All this looks ugly and I believe it also leads
to a slower startup time as well. We should
maximize the Netbeans window immediately and
repaint at most once at startup time.

I know there was another issue about repainting on Windows, but I
can't find it now :(

Yes, duplicate of difficult and irritating 24291.
