Probably explicitely disabled by projects-ui, reassinging.

Yes, it is intentionally disabled, pending a UI spec for what it
should do exactly.

Not a regression, was never implemented acc. to any desired spec. At
one point it let you rename the last package component only, which was
probably unintentional. You can rename folders in the Files tab as always.
