1. create new webapp project

project view is:
<prjName>
-web pages
-source packages
-test packages
-configuration files
-web services

2. add web service to this project and build it

project view is changed after successful build to:
<prjName>
-web pages
-source packages
-test packages
-configuration files
-web service refences    <-- this item was added
-web services

I do not see this behaviour described in the UI spec under
http://golem.czech/prn/projects/cdpj2ee/uidocs/index.html
or
http://j2ee.netbeans.org/docs.html

so could be a bug, or could not be.
Moving to Enhancement.
Definitely a lack of UI spec.
