It might be easier for users to adjust a setting
in the IDE than to edit a certain file that is
part of product instalation. Obviously change in
this setting will be applied after restart.

Maybe this should be part of the Setup Wizard, just like proxy settings.
We could also have a more sophisticated approach by looking at the
actual IDE memory consumption for each run and upon IDE shutdown,
adjust the -Xms setting (maybe with a "never decrease" policy).
